Inspiring Learning for All emphasises the importance of recognising and responding to the starting points, attitudes and knowledge that learners bring with them and of inviting them to participate in the development of the services they want.

Consultation is embedded in government principles and policies such as:

  • Best Value and Comprehensive Performance Assessment - promoting closer engagement between local authorities and the people they serve (www.bvpi.gov.uk )
  • Learning to Listen: Core Principles for Children and Young People's Participation in planning, delivering and evaluating government policies and services (www.homeoffice.gov.uk/docs/learning_listen.pdf
  •  Neighbourhood Renewal - involving people in regeneration initiatives in their local communities (www.neighbourhood.gov.uk )
