This is the first major policy initiative that brings together museums, archives and libraries at national, regional and service level.

Since November 2000 over 700 people across the UK have contributed to the development of Inspiring Learning for All. MLA found that:

  • There are many conflicting views on what is meant by learning
  • Some people believed it would never be possible to understand what people have learnt from a relatively short engagement with a museum, archive or library
  • Setting out to develop something that would work for all these groups was a major challenge
  • Everyone agreed that finding ways of understanding our users and meeting their learning needs is at the very centre of what we all do.

Developing and piloting Inspiring Learning for All and the Measure Learning toolkit has already started to change practitioners' perspectives. For example, many of the 31 pilot sites found they had little idea about what users felt or were learning. They have now introduced or sharpened up procedures for consultation, evaluation and measuring learning and have set about changing some of the things they do.
