Existing data from user surveys and comments books may give evidence of the outcomes of learning.

Although some pilot sites found that they were trying to shoehorn users' comments to fit the GLO categories others were surprised at the quality of their existing data.

Examining existing evidence also encouraged pilot sites to improve the tools they used to collect information.
