- Others concentrated on long-term developments
- Several set their priorities in the context of their organisation's overall strategic plan and development programme
- A number of local authority services found that it was important to embed these actions in existing service plans - such as the annual Library Plan or Service Plan
- Some drew up a set of criteria, working with their Inspiring Learning for All team, to help them to evaluate actions and identify priorities
